That Techno is a decent deal but is more of a second board.
Good news is the best first board is one you borrow since it you get interested you'll outgrow it in a month.

I have a set of the Ezzy kids rigs but I think they only go up to 2.5 and are built for really little kids.

I'd be curious to see it fold up.
Also wish they had an angled front handle. It's subtle but I really think that's an important design element for comfort.

Weed eater line does work if it's not completely trashed.

His speed was in Km/h, in Kts his max speed was briefly ~6kts. That is extremely slow for that wind speed. You could be foiling going 3x that fast.
You could probably even get a regular windsurfing board planing in that much wind and go even faster.
